Gaston County Board of Health
The Health Department receives direction from the Board of Health, a policy-making board appointed by the Gaston County Commissioners.
The 11-member Board of Health is made up of community representatives, including a registered nurse, dentist, veterinarian, optometrist, physician, pharmacist, engineer, a member of the Gaston County Board of Commissioners and three members of the community at large. Each member serves a three-year term.
The Board of Health has jurisdiction over all public health matters in Gaston County. Currently the Board is focusing on the following as their top public health priorities in Gaston County:
- Teen pregnancy prevention
- Reducing obesity through physical activity and improved nutrition
- Reducing tobacco use and exposure to secondhand smoke

Board of Health Members
Scott Beam
Scott Beam is in his second term as an at-large member of the Board of Health. He is the president of BeamCo., Inc., and a real estate investor and commercial real estate owner in Cherryville. Scott attended Gaston College, is a member of the Board of Trustees at First United Methodist Church, a member of the Optimist and Booster clubs, and is on the Board of Adjustments for the City of Cherryville.
Robert Browne is in his first term as the professional engineer appointee on the Board of Health. He is executive vice president and chairman of the board at Beam Construction Co., Inc. in Cherryville, where he has worked for more than 25 years. He holds a Bachelor of Science in civil engineering from North Carolina State University in Raleigh and has been a licensed professional engineer since 1988. Robert serves on the board of the Gaston Regional Chamber of Commerce, where he is chairman of the small business committee and serves on the executive committee. He also serves on the Gaston Together board and the Gaston 2020 committee, and previously served on the Habitat for Humanity of Gaston County Board.
Robert D. Crouch, DDS
Dr. Crouch is in his fourth term as the dentist appointee on the Board of Health. Dr. Crouch completed his undergraduate work and earned his Doctor of Dental Surgery degree at the University of North Carolina at Chapel Hill. He has been a dentist in Bessemer City for nearly 30 years.
Dr. Harris is in his first term as an at-large representative on the Board of Health. He is an obstetrician/gynecologist who has practiced at Gaston Women's Healthcare since 1990. He holds a bachelor's degree in chemistry and a Doctor of Medicine degree from UNC Chapel Hill, and completed his residency at Wayne State University/Detroit Medical Center. Dr. Harris was a Morehead scholar as an undergraduate at UNC-CH and has previously served on the CaroMont Health Board. He is married and has two daughters.
Anne Heilig is in her first term as the registered nurse appointee on the Board of Health. She completed her Bachelor of Science degree in nursing at the University of Tennessee College of Nursing in Memphis. She is retired after working a total of 40 years in public health nursing in North and South Carolina and Virginia. She spent 27 of those years on staff at the Gaston County Health Department.
Ann M. Hoscheit, OD, FAAO, FAARM; Chair
Dr. Ann Hoscheit is in her first term as the optometrist appointee on the Board of Health. Dr. Hoscheit received her Doctor of Optometry degree from the University of Houston and has been a practicing optometrist for 20 years. She has been the founding partner of two practices, most recently, Summit Eye Associates in Gastonia. She has received numerous awards and honors for community service and voluntarism and was recognized as being one fo the most influential women in the optical industry by Vision Monday.
Lee Isley, PharmD
Lee Isley is in his first term as the pharmacist appointee on the Board of Health. He completed his bachelor's degree in biology and his Doctor of Phamacy degree at Campbell University. He has been a pharmacist for five years, and is part-owner at Cramerton Drug. He is a member of Park Street United Methodist Church and the North Carolina Association of Pharmacists.
Jerome Levine, MD
Dr. Levine is in his first term as the physician appointee on the Board of Health. He holds a Doctor of Medicine degree from New York University School of Medicine in New York, New York, and an MBA from the Stillman School of Business at Seton Hall University in West Orange, New Jersey. He is executive vice president and clinical integration/chief medical officer for CaroMont Health. He has more than 28 years of health care leadership experience, having previously held multiple leadership positions with Hackensack University Medical Center in Hackensack, New Jersey. New York Magazine honored him as one of the "Top Docs" in infectious disease in from 1999-2010 and as one of the "Best Doctors in America" in 2011.
Kim J. Moore, DVM; Vice Chair
Dr. Moore is in his first term as the veterinarian member of the Board of Health. Currently practicing at Wilkinson Animal Hospital, he has been a vet in Gaston County since 1984.He founded and ran All Creatures Pet Hospital from 1986-2004. He is a member of the American Veterinary Medical Association, the North Carolina Veterinary Medical Association, and the North Carolina Academy of Small Animal Medicine. Dr. Moore lives in Gastonia and enjoys being a cub scout and boy scout leader.
Mickey Price, Gaston County Commissioner
Mickey Price is the County Commissioners' representative on Board of Health. He represents South Point township on the Gaston County Board of Commissioners. He graduated from the UNC-Chapel Hill School of Pharmacy and has been a pharmacist for 36 years at CVS. He has spent 12 years as pharmacy supervisor for a district of 19 stores in and around Gastonia.
Gina Ramsey is in her first term as an at-large member of the Board of Health. She is a family nurse practitioner at CaroMont Family Medicine in Shelby and has formerly served as a critical care registered nurse in Gastonia, as an emergency room registered nurse in Huntersville and Kings Mountain and as a North Carolina Bar-certified civil litigation paralegal. Gina holds a paralegal certificate from UNC Charlotte, a bachelor’s degree in nursing from Queens University of Charlotte, and a Master of Science degree in nursing from Duke University. She is currently pursuing a Doctor of Nursing Practice degree from Duke. Gina is a member of the American Nurses Association, American Academy of Nurse Practitioners, Sigma Theta Tau International Honor Society of Nursing, North Carolina Nurses Association, and St. Michael’s Catholic Church in Gastonia.
